Many aged and experienced scientists think that the citation of any published article can be a programmed subject. As per their idea, it can be performed by the following ways.
1. Making a group of researchers of same or related subjects of same and other institutions to cite each other's article at maximum even when it is not directly related with the topic of the article.
2. Many publishing agencies publish 20 - 300 journals together. They may instruct or inspire to cite papers published in their journal (there may be selected journals) to the authors of FREE or reduced rate publishing.
As per their idea, such practices are going on.

You are right. Perhaps, it is already happening since long.
Citation of articles can be programmed subject as the writer is not interested in the name of his publication if the being in the line of his message which may turned out to be a further information for the articles or sometimes it may be become a research programmed .
It has been observed that sometime the same article may get presented under the own name so to say partially copy of the article all through it is not healthy practice human tendency is for to come out in his own name by avoiding the name of original writer .

Sometimes a reviewer asks to cite his paper in your manuscript and sometimes even an editor asks you to do so.

You are definitely right and I agree with your Idea. I my self have encountered such problems and I cancelled some of used references as per the directions given from the editors of such kinds of Journals.
At these days, as number of citation of a paper has got its own impact, some authors communicate each other and cite their friends journal to increase the citation number regardless of citation relevance.
This kinds of acts has to be avoided. It is not ethical.
Citation has to be based on merits rather than friendship.
That is why we are observing increasing number of unrelated citation in the journals.
I totally agree. The third way is editors require you to cite their journal(s) before they can accept to publish your article
Citation of article must be for it's quality and subject no for the relationship between scientists. There are some mistake in this field but I think it's few.

This type of citation is considered motivational, and they do not contribute to the advancement of science. Two decades ago citations to scientific paper used to be functional and relevant. It is a pity that several scientists and editors are deviating from this course.
Well , I am not sure , I thought Google analytics should do to some extent . Again it is the publications that are not well listed for it to collect all the #s.
It is somewhat unethical to compel or coarce someone to cite a work that has no direct bearing on ones subject of interest
Editors have already asked me to cite at least three articles from their journal in my manuscript. I do not think an author should be forced to cite any publications.

Yes it can be so. I always had a hunch that these things may happen but was not aware that it can be in such an organised manner. Always thought that an individual researcher or two may be doing it.

I know leading institutions hire from each other and collaborate on research projects but never heard of them collaborating on citations.

Maybe in future, we will hear about fake citations in addition to fake journals and fake publishers. Is this the scientific honesty.
I have had papers rejected in the past to which the editorial staff specified that I lacked a certain type and category of references. This is the subtle way in which some publishers direct you toward certain groups of research accepted by the mainstream. Thus your chances of being accepted for publication seem better if you reference and the cite a particular set of research in your field.

Really? I don't think any serious academic will do publish with such a scrupulous journal. Scholarly researchers only cite papers that are key to the research they are conducting!
Publishing become more and more commercial.But what i see personally as a major problem is the criteria some journals are based on to take articles to the reviewing step. For example, when you are in a laboratory at an university in an arab country and some of your co-authors are from European laboratories or North american and they have already published in the concerned jourmal a considerable numbre of articles and have a reputation, you have more chances that the editor send your submitted article to reviewing even without the level needed to or some of plagiarism contents .
It does happen but mostly with predatory journals. That shows why an intense peer-review is essential prior to publication of any manuscript. Contrary to some people's believe, I have published in several journals without citing any of their publications.
It is sad that citations become a commodity for sale.
According to me, this practice is not honest.
