I am working on project of modeling of runoff and erosion using HEC-HMS, for this i have data of rain fall and observed discharges and sediment concentrations at outlet but there is a problem that HEC-HMS calculated values of runoff are higher then observed runoff, on other hand peaks of observed hydro graph are higher then HEC-HMS calculated values. I also try the trail simulation run but i din't understand how to get revised values of different perimeters that satisfied my observed results. if someone help me in this regard he will be highly appreciated.

Firstly, I don't recommend you to use HEC-HMS if you need to calibrate for sediment yield, instead i recommend you to use Soil and Water Assessment Tool (SWAT).
You need adjust parameters to match the simulated and observed runoff values.
1. Try different algorithms, i.e., Nelder Mead and Univariate Gradient, Particle Swarm Optimization to optimize the objective function
2. Try different routing methods
3. Pay more attention on delay time (e.g., peak of rainfall and peak of runoff; baseflow delay etc.) and CN
