You can do a search on Promedmail.org and you will see it has been cited in some West Africa countries, but mainly as part of the differential diagnosis of other diseases causing febrile syndromes. It is definitely not reported or researched enough in West Africa! It will hopefully change (https://cgspace.cgiar.org/handle/10568/79923)

In the last years (2004 - 2015) cases of leptospirosis in Togo have not been reported.

But from the neighbouring country Ghana, there are rather old reports of serological surveys (PubMed, question terms leptospirosis Ghana)
