Barley plants, local winter cultivar Dostoynyi has leafspots, what can cause the disease?

3 weeks ago field was treated by Tribenuron-methy 75%, 0.02 g per ha. Seeds were treated by Tebuconazole. Night temperatures below +5oC, days - 15-20oC.
