Can you please provide some documens/references for the Live LOad Factor applied in design of culverts under Cooper's E-50 back in 1930?

Hi all,

I would like to understand the load factor that was used for culvert design under E-50 Cooper loading configuration back in 1930s.

Please provide references that explicitly addressing the factor if you have any.
