If the charges are fixed, i.e., their distribution does not change due the electric field they experience, then they create an electrostatic electric field. An electrostatic electric field is conservative, i.e., the potential difference between two different points does not depend on the path taken to go between the two points. This implies that in an electrostatic electric field, currents cannot move in closed paths, because in going from point A to point B and then back to point A, the potential difference is zero due to the conservative nature of the electric field. The charge on the cylindrical drum, if it rotated, would constitute a current, but this cannot be the case if the electric field is electrostatic.
If the charge distributions on the cones and cylinder could change in response to an electric field, then the electric field they create is not electrostatic. However, at the completion of a cycle (rotation) one would have to input electrical energy to restore the charge distributions to their original distributions for the next cycle.
In both situations, you are trying to build a perpetual motion machine of the first kind, i.e., you are violating the 1st law of thermodynamics, which says that energy cannot be created or destroyed, only transformed. In the case of fixed charge distributions, you are trying to create energy out of nothing. In the case of changing charge distributions that have to be restored at the end/beginning of each cycle, your the net amount of energy (amount you input - the output produced) will be negative due to friction and other losses.
Note, there are also perpetual motion machines of the second kind, i.e., that try to extract useful work from heat reservoirs at the ambient temperature. These violate the 2nd law of thermodynamics, because they would require heat to flow uphill, i.e., from cold to hot. For example, if the ambient temperature is T0 and you extract heat from an insulated thermal reservoir of initially this same temperature, then the reservoir's temperature will drop slightly and no more heat can flow out of it by the 2nd law.
