Language is medium of communication, world wide people accepts and adopt english, then comes mother tonque second language,where we are living local language third language three are must, if any more will be having added advantage
Even though it is not my area of study, I know there are multilingual people who speak fluently more than one language.
I assume this has to do with their general (lingual) environment and how much they use this language in their life.

My colleague Dr. Almaliky, I have speak two language, but I wish I hope to speak 4 language. However, now a day I have started with a program to learn the turkish language.

I think learning a language like any other specialty is possible to learn, but it is better to start from the first stages of education, for me I think it is hard to start now learning a new language and my whole time is busy with professional and scientific commitments.
It's certainly possible, and the best way is to be exposed to the languages from birth, and to also study them in a more formal setting.
I had a French teacher in high school who is Swiss, from the Ticino canton. She spoke and wrote perfectly fluent French, Italian, and German, and had a thorough knowledge of English too, which she spoke with a slight accent.
The point about study is that mastering the written language requires practice, reading of literature, an accumulation of vocabulary, beyond what is merely colloquial. To be able to create cogent arguments clearly, elegantly, is just not so easy to master, without a lot of exposure and a lot of practice.
In my view, "fluency" comes when the brain can think in the language, without having to translate from another language. Direct articulation of thoughts into that language.
Learn a new language means find time, money and love to do that. If I can assure these three conditions I can learn any language. Me now I speak four languages : -Tamazight my mother language -Arabic -French -English and
-Chinese (beginning) I wish to learn Spanish too
Learning languages is limitless. Regarding the human brain capability, anyone can learn any language he or she wish to, all we need for this programme is time. Thus, the key for learning anything we want is around managing our daily time.
