From my point of view is innovation not a specific skill; it is more the result of a set of skills, two skills at least: being creative and recognising or creating opportunities to change existing minds, processes or services.
innovation could be considered the aim of being entrepreneurial. If you like to read more about skills of higher order please see Rudman (2008) "entrepreneurial skills and their role in enhancing the relative independence of farmers". You will see, that innovation results from skills of higher order.
