Survey of Pakistan has been mandated by the Government of Pakistan to establish NSDI in the country as lead organization. In this context, the organization will arrange seminar on National Spatial Data Infrastructure (NSDI) in collaboration with Norwegian Mapping Authority (SK) tentatively in October 2014. The main goal of the seminar is to take onboard all the major stakeholder groups and to have a shared vision for its implementation. I'm curious to know what Survey of Pakistan is doing to prepare for such a gathering and for its now mandated responsibility to develop NSDI. Has Survey of Pakistan done much in the way of scoping & analysis prior to organizing this seminar/meeting (e.g., an inventory of past efforts, information systems, and donor-supported programs through which synergies can be established, e.g., see below work that UNDP is supporting at the Planning Commission)? SDI development has different options in terms of organizational approaches, technology approaches, budgeting approaching, etc., and also needs to be aligned with other government polices and strategies (e.g., climate change adaptation, e-government, open data, etc.). Maybe a fair amount of 'home work' has already been done. If not, before holding a broader seminar/meeting, it could be helpful to organize a series of smaller meetings and visits. And it could be effective to identify a sectoral strategy in which SDI efforts are tailored to different sectors and policy and sector-management decisions.
The Norwegian Mapping Authority (NMA) felt that a key element to their NGI digital collaboration - initiated in 2005 - was to have several key partners (e.g., other government agencies) and work with them in close cooperation, from the get go. I wonder if the Survey of Pakistan has already established such support and collaboration with several key partners. It could be useful/strategic for Survey of Pakistan going into the seminar to already have those partners in place.
If NMA presents Norway's NGI as a model, I wonder how significant the INSPIRE Directive and implementing rules were on NGI/Digital Norway's work - since something like the INSPIRE Directive does not exist for Pakistan. Also, I am curious whether NMA considers their gradual progress, over the past 10 years, as something that inevitably takes that much time, or whether NMA thinks Pakistan can 'leap frog'. Certainly, there have been advances in standards and technology from which Pakistan can benefit, but the actual inter-organizational dynamics and agreements and trust may actually take 10 years to sort through. If so, the Survey of Pakistan may need to be realistic about its outputs/outcomes in the coming year or two. Speaking of which, Survey of Pakistan should be expected to prepare a monitoring an evaluation plan for their NSDI efforts and be held accountable to report on the the progress.
In light of Pakistan's Survey and Mapping Act 2014, am curious about the orientation of the Survey of Pakistan and whether it is putting too much focus on regulating or restricting the geospatial sector - as opposed to enabling the geospatial sector.and co-producing data and products of value to user communities. To what extent is the government of Pakistan open to collaborative governance - truly distributed responsibilities (and distributed budget to support the responsibilities)? Ultimately, SDI is public sector reform program.

UNDP is providing support to the Planning Commission of Pakistan for promoting innovation and reforms in the public sector for improved service delivery and citizen’s satisfaction. One of the focus areas of this support relates to the capacity development of Planning Commission of Pakistan, to provide informed technical advice to the government on key development challenges in Pakistan.
Pakistan is experiencing the highest growth in urbanisation in South Asia. More people are heading towards urban centres in search of jobs and decent living. Unfortunately, Pakistan’s urban development plans/ strategies do not match with the needs and requirements on the ground. The current urban policies are resulting in higher number of slums than spaces for productive engagement of citizens.
To study urban planning issues in Pakistan and to provide proposals of urban planning, based on the analysis of spatial data, UNDP/ Planning Commission of Pakistan requires services of an Individual Consultant with following terms of reference:
Deliverables
The key deliverables are as follows:
(i) Review of existing urban planning policies in Planning Commission of Pakistan. Identify issues and set future strategies and goals for effective urban planning including GIS/RS work need assessment in urban planning at Ministry of Planning, Development and Reforms.
(ii) Collect information on data type, data format and data layers in the working areas of Planning Commission of Pakistan.
(iii) Review of urban planning work in four provinces of Pakistan and analyse the potential application of GIS/RS as planning tools.
(iv) Develop comprehensive project proposal report for sustainable urban planning of Pakistan. This report should consist of all requirements for establishing urban planning unit and a GIS/RS centre for sustainable urban planning in Planning Commission.
Please note the consultant is required to meet/consult relevant ministries, departments, and divisions of government to gather existing information. The scope of work also includes analysis based on primary and secondary data, where needed.

Thanks for joining. I immediately address right now the last paragraph put by you i.e. about consultant. Indeed, a SDI consultant is needed to drive us in the right direction. In this context, I wrote to some SDI experts (including your PhD also my MSc degree awarding institution) and others known to me and I am quite sure you know them also very well. But the amount demanded was quite big though not bigger than SDI. I talked with my organization and got a "No" reply.
