From literature reviews, there are two directions to assess the impact of research on policy: forward tracing or research impact assessment; and backward tracing or research use assessment. Newson et al. (2018) said that the key factor driving for first approach was "pressures to justify research expenditure by demonstrating that research has benefits beyond academia. The key factor driving for backward tracing was "desire to improve policy outcomes through greater use of research in policy decisions."

Hello. I worked 5 years for the General Secretariat of the Presidency of the Chilean Government, which is the service that advises the President and, also, the one that makes the government bills. Based on my work experience, the content analysis gives you really good clues or traces of who influenced it. I wouldn't think that much in the "what", because no matter "what", the "who" is always much more important. Then, if it is possible, I will try to interview low-level workers in the legislation system; they actually know even better than the ministers and congressmen.

Definitely but depends on the good record keeping. Reviewing the minutes of meetings that were held when the policy agenda was set, to tracing and analysing the submissions that were received from stakeholders should enable you to do so.
