Can we implement software-defined networking (SDN) and/or network functions virtualization (NFV) in transistor level?

The core similarity between software-defined networking (SDN) and network functions virtualization (NFV) is that they both use network abstraction.

Can we test or analyze or implement them in the transistor level?

I read that they are implemented in FPGA? but they did not explain how!

It is a good research topic if we can make it.
