It might be also worth a look to look at the matrix transfer method (valid for thin layers, smaller than a few times the wavelength of your incoming photon). To describe very thick layers you can use the generalised matrix transfer method. Both methods are very well suited to describe multilayers. The refractive index of materials is in lab environment often found by using ellipsometry (where you will use these theorems to calculate the interference your layer generates). But if you want to know specifically the amount of scattered light this method will not give you the answer (yet I think you can obtain it if you do a transmission measurement for your layer (=extinction), than form the ellipsometry measurement you get your k, which will allow you to obtain the scattering (not 100% sure about this) ). From what kind of layers do you want to know the refractive index?
