Nearly all MRI software analysis packages can conduct brain extraction / skull stripping within seconds. The simplest method (in my opinion) is to use MRIcro i.e. load the scan (after converting the dicoms to a single file or to Analyze format), and then apply 'skull stripping' (which uses the FSL tool called BET, brain extraction tool).
Automated tumor extraction is more complex and as such there are many ways to do this. Have a look at this pubmed search and have a read of some of the articles to see how others have accomplished this:
