I assume you means AC mains electricity 230V for example?
In the UK we can have smart meters installed that show consumption.
Myself has two other devices, one called Wattson

There are loads of others as well. They have a device that wraps around the mains cable. One detects current and the other the phase of voltage. (I have solar panels so need to know whether I am exporting or importing energy).
They both work well and can show cost as well as energy consumed.
As for reduction in energy. All my house uses LED lighting and I buy A* rated appliances wherever possible. My desktop PC is quite powerful, but only consumes 12 Watts. It is based on NUC technology with a solid state drive.
One interesting thing. On an old freezer, I used to have my freezer set to the lowest setting and it used about 200W of power continuously. Setting it to the recommended -18C meant a reduction to less than 60W for no degradation in food preservation. My latest one uses less than 24W on average as it is better insulated.

One more thought. The Wattson has an additional unit that will switch on or off appliances depending whether I am importing or exporting electricity; particularly useful for heating or air conditioning that does not need to be on all the time and can store heat (or cold)

Your answers is quite useful for me.
It is OK that we can use Led bulb etc. for reducing electricity bill but in this way we are reducing our total load. My point is can we reduce power consumption with same load with an device b/w supply and load. It is like if we are using a freezer then it will automatically provide required supply (minimum) while reducing power consumption with better performance.

I do not follow your question. The terms load and power consumption mean the same thing in this example.
Do you mean you want to reduce the power consumption (i.e. load) for the same performance?
If so then LEDs do meet this need. Performance is measured in Lumens (amount of light), LED's produce nearly 10 times more lumens per watt.
For freezers, the goal is storage temperature (usually -18C for longer term storage) and it is watts per Litre of storage space that is performance.

I agree with Paul. There are only two ways of reducing consumption.
1. Reduce load by way of improving efficiency, e.g., LED bulbs, air-conditioners (AC) with inverter type control (switching losses are reduced by reducing compressor speed after set temperature is reached) instead of conventional on-off control ACs.
2. Reduce wastage. e.g., setting the right temperature for your of your refrigerator and AC - avoid very low temp and wearing jacket. Also, switching off AC during non-occupancy (for reasonable duration), automatically or manually.
