The first question is If i can use PBR for it how can calculate for Na2Ti3O7?
The second question is When a higher valency cation, for example Nb5+, substitutes Ti4+ in rutile lattice, it is called doping effect. The oxidation rate of the alloy reduced by the doping effect. how can i explain doping effect or valance rule?

What do you mean by mixed oxide? - Two different oxide forming at a surface or you referring Na2Ti3O7 as mixed oxide.
If you mean that two different oxides are present at the surface, Then you have to check the thermodynamics and kinetics of them to know which is forming first and after its formation how it affect the diffusion of ions so that the 2nd oxide developed (can be inside or can be outside).
and if you are considering Na2Ti3O7 as mixed oxide then I want to say that consider it as a one oxide and not the mixture of two.
In the second question, if any ion replace the another ion of different valency/charge, there will be the change in the ionic concentration (either +ve or -ve), these excess ions will tries to diffuse at particular interface side (inside or outside) and thus can affect the oxidation rates. Moreover, if there is large volume mismatch is developed by these substitution, that can also affect the PBR and corrosion properties.
