It is obvious that solar radiation can be concentrated using any optical concentrator such as lenses or parabolic mirrors. This is possible because the solar rays are parallel as they are coming from far away. But how about the radiation coming from a thermal emitter at an elevated temperature ( say 1000K) about few meters away . Shall we able concentrate these rays too into a smaller area using any sort of optical concentrating system?

parallelism of incoming rays is not essentail for focussing/concentrating the rays.
Please use for example Germanium lenses (convex or plan-convex) in your case or Au, Ag or Cu coated focussing mirrors.

Yes. Using a suitable reflector, for IR copper works well, or copper or silver coated base metals. Aluminum is not as good as the reflectance is lower, but it will still work - just not as efficiently.
I have seen ( and then performed ) very compelling demonstrations using antique lab equipment with a pair of old parabolic copper reflectors. You can place them several meters apart, placing a heat source - like a hot poker - at the focus of one, you can ignite tinder placed at the focus of the other or light a match.
So sure. For a near field heat source you can use the standard formulas to determine the new focal point.
The issue is expectations. Suppose you have an object with a total dissipation of 1KW. If you are 10m away, the best case might be 1W / m^2 then throw away another 80% for conversion inefficiencies.
