It is widely believed that without controlling the size of population through culturally acceptable measures and policies, the countries having high fertility rates like Pakistan, cannot successfully meet the resource needs of their inhabitants. It is hard for them to overcome socio-economic problems as the pace of population growth is relatively higher than that of their resources and economic opportunities. It is thus, important for such countries to prepare and implement effective policies for controlling the size of population and increasing proportion of skilled people. However, the issue is multifarious and not very simple to tackle as it seems. It requires actions at several fronts. So the question needs scientific investigation based answer for the guidance of concerned policy making and planning authorities.
