I am currently studying the perception of audio-tactile envelope asynchronous perception.
For this research, it is important for me to know the audio and tactile just noticeable difference for amplitude decrease (volume drop). But, I could not find any literature talking about this specific subject.
The most related research I could find are several studies on the audio-tactile gap discrimination, oriented to measure our perception resolution :

I think that main problem is that auditory measurements are really difficult. you will have the problem of calibration of the equipment. and then the variability in the response between subjects will make definition of the just noticiable difference value difficult to be defined. You are correct, I am facing lots of technical problems right now, due to difficulty to control volume of the signals. But, which some patience, I may be able to solve them.
Also, I found that variability of the subjects is extreme. Some participants have almost a perfect performance on a simultaneity judgment task. While other participants' responses are almost random. Because they cannot judge/perceive the simultaneity volume drop of the signals.

I think there is a conceptual issue underlying your question. A difference threshold is an area around a given value of a parameter, e.g. sound pressure level, in which a change of this value cannot be reliably detected. This means there is no such thing as a decreasing JND. JNDs are like the derivatives of a (continuous) mathematical function. To understand this, please study the example given on the upper left of this page:

So it' is not the difficulty of conducting experiments with sounds that is the problem here. Such experiments have been made a hundred years ago as can be seen from the references in the attached article.

To be honest I haven't seen a JND from your perspective. You are correct a JND is basically the area of unreliable detection defined by the derivate of the perception function.
Looking it in the same way, in a multimodal scenario (audio/tactile). Since the shape of the simultaneity perception function has a normal distribution, then the area of simultaneity uncertainty (JND) does not change, even if the amplitude of the signal increases or decreases. Because the center of the distribution is almost symmetrical around 0 (7ms PSE), where the delay between the signals is zero.

My assumptions may seem silly, but I do not have to much experience on psychophysics. I am a computer scientis, due to the advances of VR, this topic, it is becoming of great importance to design effective human-computer interfaces. So, I am trying to approach to this subject very carefully.
