Interesting question. The short answer is a resounding yes.  There is no organisational innovation without a grounding in people-based innovation.  This people-based innovation is borned from  individual or group (team) creativity.  It emerges from the imaginations of the individual mind or the team menbers minds.  The organisation is a collective construct that cannot and does not exist without people. 

In my opinion yes...an innovative organization usually have a team that will brainstorm creative and innovative idea to improve and enhance the organization. For example, Malaysia Public Sector have Creative and Innovative Group that will think how their organization can improve their citizen-oriented services. Award will be given to the best group and most innovative public sector agencies.
