Can teachers set up trade unions in your country and can they strike?

Do teachers in schools and lecturers in your country, research and teaching staff at universities can establish trade unions and can they strike? Can they cease to fulfill their educational obligations as part of the strike or are they out of strike or can they stop teaching during the school year?

I am asking because I know that in some countries this is prohibited by law, teachers can not strike in a state-funded public education system. But in some countries there is no ban and there are teachers' strikes.

What is your opinion on this matter? Do you think that teachers can form trade unions and can they strike?
