Can teachers set up trade unions in your country and can they strike?
Do teachers in schools and lecturers in your country, research and teaching staff at universities can establish trade unions and can they strike? Can they cease to fulfill their educational obligations as part of the strike or are they out of strike or can they stop teaching during the school year?
I am asking because I know that in some countries this is prohibited by law, teachers can not strike in a state-funded public education system. But in some countries there is no ban and there are teachers' strikes.
What is your opinion on this matter? Do you think that teachers can form trade unions and can they strike?

Yes, in Croatia we have unions of people employed in education sector, and they strike from time to time, mostly to raise wages.
In Portugal there are slightly more than 20 teacher's unions, but most of them aggregated in two major unions.
Some teachers want an order of teachers (similar to lawyers or doctors) but it's not strong enough.
teachers can strike (and do) but the governament can make civil requisitions when an important aspect is at stake (example: national exams).
In the United States, it is on a state by state basis. The teachers in K-12 are pretty much unionized. However, by law in many states you do not have to join the union. These folks strike on occasion. At the university level, a few unions exist. you could strike legally. However, with the tenure system it would not be wise. The unions at this level are more about job protection and working conditions.
