Can someone tell me the reason why I cannot get the third peak in LF-NMR for my fish sample?

I am carrying out research on the quality of fish after 9 freeze-thaw cycles. Normally, there are three peaks in LF-NMR (water mobility), the first peak is bound water, 2nd is immobilized water and the third peak represents free water. None of my samples have peaks for free water. WHat can be the possible reasons? my samples must have free water after thawing.
