Can someone please send me a document on how to normalize ORP into a specific pH (e.g. 7) from one that was measured at a different pH?

Oxidation-reduction potential.

ORP and pH are linearly related, but the slope and y-intercept depends on redox reactions. If you know your reactions, then use Nernst equation (http://en.wikipedia.org/wiki/Reduction_potential). If you are dealing with environmental sample with no specific redox reactions, then you have to measure it experimentally.
