As you mentioned, the Biomedical research- Tokyo journal is in the JCR database with an impact factor of 1.284 . The Indian Biomedical journal was in the JCR but since 2016 it is not included in this database any more. I do not know the reason for this, it could be because of some merger or incorporation with other journals.
