In my opinion chemosis of conjunctiva could cause mechanical pressure on the valve plate causing increased resistance for aqueous outflow and preventing successful drainage
I do agree with Serpil Yazganthet chemosis not prevents aqueous outflow . Because conjunctiva is esaily expanded so severe chemosis can not form pressure enough on the plate.There are cases reported that even after having retrobulber hemorrhage after valve surgery do not effect efficiency of valve.
Remember the anterior margin of the plate is positioned at about 10-12mm distance from the limbus, which make the valve to be positioned too far posteriorly to allow conjunctival pressure on it. As the colleagues pointed out, even if this would be the case, the conjunctival tissue is readily expanded, so pressure effect is unlikely to be a problem.
