Dear all:
Since reliability analysis also can provide a failure probability (We can take it as the probability that a structure reachs a performance level), seems the hazard analysis and fragility analysis in 4 steps of PBED(Performance based earthquake design) can be replaced by only using reliability analysis.
What do you think about this? If so, why hazard analysis and fragility analysis are necessary steps in PBED?

The reliability analysis is just another way to convolute the hazard and the fragility of the structure. You can't have failure probabilities without hazard, because to fail you need the load and it's probability distribution.
