Water required for agriculture is utilized in plant uptake ( water stored in biomass + evapotranspiration loss), as well as some water is lost via soil evaporation, percolation and overland runoff. The question from a water resources planning perspective, is that can potential ET be a reasonable estimate of plant water requirements, given that biomass storage is very small in terms of annual amounts, and that percolation is difficult to measure?

Or is it better to estimate PET + 15-20% as total water needs for a crop?
