According to my analysis, I would like to suggest you to go with the plant "Spiraea cantoniensis".

(P.S: There's a huge similarity between Spiraea species cantoniensis and japonica. But, japonica leaf margins are serrated from the begining of its bottom near to the petiole, where in case of cantoniensis it starts after a gap from the bottom portion of serrated leaf that I observed in your given picture. That's why, I have chosen cantoniensis sp.)

Spiraea cantoniensis Lour. is an introduced species that does not grow wild in the Western Himalaya.

The following research article also reports the occurrence of Spiraea canescens D. Don. in forest of Garhwal Himalaya in the Uttarakhand state of India.

I would like to give an adequate proof of my answer. Here, I'm attaching the official documentation by "Uttarakhand Goverment" of India, which mentions the plants distribution in its place. Kindly, read page no. 41 of this report in the section of Medicinal plants. And the species which is mentioned by Mr. Arvind Singh, the morphological traits doesn't resembles to the uploaded image by Mr. Jonas. I would like to suggest you to analyse the leaf traits appropriately before having any particular conclusion regarding it.

(There are possibilities that a person may encounter such introduced species of plants as well, if they are)

I had read the attached document before my first post. As a introduced species Spiraea cantoniensis does not grow wild in Western Himalaya. According to Professor Jonas R Stonis Sir, the plant is a small bush, common along roads in suburbs of Mussoorie, which clearly indicates that it is growing wild in Mussoorie.

Plants are identified by reproductive structures not by leaves. .

I'm not sure but it could be a Spiraea bella Sims, 1823 (= Spiraea nepalensis Hort. ex C. Koch)
