Couple of FORTRAN codes were conceived and utilized by me using old syntax f-77 and than window based PWB FORTRAN 1995 to apply kinamtic wave concept for modeling surface runoff on variety of natural catchments with provision of temporally varied effective roughness for event based calibrations and validations.
Can I use same FORTRAN codes ( i mean their syntaxes) for cutting & pasting in other new language environments like that of Pytho, C++, Matlab or any other simpler workbench that can be run on windows
I am eagrly looking some valuable answer and support here.

Copy/pasting FORTRAN syntax into other languages may seem worth pursuing from a macro level, but it makes absolutely no sense to a programmer. It especially makes little sense from the perspective of the potential for advancement made possible from translating these codes into an object oriented framework. You just need a good monetary excuse to do the translation work, and hopefully something of an idea of what other libraries that you want to link to it and or leverage.
