Yes. You can dissolve in TE buffer or molecular grade water. As already mentioned the main thing is storage of RNA at -80C
Incidentally, if your RNA is being kept longer term the best method for longer term storage - even at -80C is in solution (ethanol). Spin down and resuspend just before use
It is in aqueous phase that RNA becomes susceptible to break down by hydrolysis. For the same reason you can actually store in the longer term as a pellet: More stable than in either TE or water but less stable than in solution in ethanol
The TE buffer should be RNase free and if you want store it than -70 C will be best.. as i don't know your purpose for RNA extraction but if you made the cDNA...it will be more stable.
