Can I approach a study (a topic/research question that is appropriate for Delphi method) with a preconceived/literature theoretical framework? That means, in my first round of questionnaire for the experts to already have an explicit theoretical grounding (e.g., Bioecological Theory). I read through quite a few Delphi studies and couldn't find one that approached the research topic with a preconceived framework. Please shed light. Appreciate your assistance.

I think no problem. You can go ahead. Even if you follow the existing theoretical framework, your analysis for data will be a qualitative study. Rather, your study may have a more rigorous scholarly merit in that your questions for the Delphi Study were scientifically derived from the the existing theoretical framework.

Yes. The experts you choose should be ones who have expertise in the area of focus for the study. Often this area of focus is a shared theoretical perspective or an application of ideas from the same.
