Proficiency in language is an indicator of intelligence as shown by a number of studies. Proficiency should include vocabulary. The reasoning: people think using words or concepts; many intelligence tests are actually vocabulary tests (as far as language section is concerned). Google "Language proficiency and intelligence" and you will be bombarded with a large number of studies correlating intelligence as measured by traditional tests and language proficiency. Oratory skill is a different aspect and one rarely sees studies correlating oratory skills and intelligence. A parrot can be trained to recite a passage with apparent oratory skills.
