Yes it can, that is the principle of Tetracycline controlled knocking out of a gene. If this is your purpose you can provide it in the pregnant mother's drinking water for example at 50 mg/L. The duration of the treatment depends on your goal, but you can leave it also during lactation in a darkened bottle.
