In general, particle physicists do not care as they usually work in units c=h_bar=G_N=1, but some physicists believe that the time variation of these constant makes sense. P. Davies at al., Nature 418, 602 (2002), even suggest a test to discriminate between two possibilities of having either c or e time dependent. In contrast, M. Duff in his critical comment (arXive:hep-th/0208093) argues that it only makes sense to enquire about the time variation of dimensionless fundamental constants. Personally, I tend to agree with Duff, but I am sure there are contrary opinions.
