During the washing & bleaching of cotton cloths lots of fibre loosened up and blocked the drains and created environmental issues... Can we utilize this resource? any idea?

as per literature iz concerned cotton pulp has better strength properties we can increase those strength properties more by blending it with other pulps depends upon which strength you wants
and second thing is that which pulping you are going to use
Cotton fibers are used in papermaking in papers of high quality e.g banknotes.
Cotton fibers as used per textile fabrics are to long for papermaking. So the papermakers has to cut the fibers at appropiate lengths or use the shorter parts of the cotton fiber named linters

The fibres lost during washing and bleaching of cotton fibres might be interesting also for nanocellulose production. In the papermaking industry, research on paper sludge (which contains lost pulp fibres) is being made. See for example the article
