I have come to a paper (attached) stating that conversion of Organic Nitrogen to Ammonia Nitrogen basically occurs anaerobically, i.e near zero Dissolved Oxygen (DO) concentration level (in sewer pipes).

In contrast, other literature showed that conversion of Organic Nitrogen to Ammonia Nitrogen was happening under aerobic condition (in rivers). 

Could anyone clarify in details? Thanks in advance.
