Chemical: they themselves provide no information on the physical properties of the fibres. Physico-chemical properties need to bridge the link between the chemical composition of a sample and the physical properties measured in a sample. If you carry out measurements of physical properties of fibres and also know their chemical composition and look at how the two interact then you are getting into physico-chemical properties. Ash, moisture and crude protein would be very blunt tools for chemical characterisation but perhaps they are standard in the field you are studying.
