Emerald Network is a complex of Areas of Special Conservation Interest (ASCI), created in Europe in accordance with the Berne Convention. Formation of this network is one of the officially accepted ways to implement the Convention on Biological Diversity in Europe. The criterion for ASCI selection is the presence of protected species of flora and fauna as well as endangered habitats. Russia has not yet ratified the Berne Convention, but it participates in the Standing Committee with observer status. Russia is a part to the Convention on Biological Diversity, and it is involved in the formation of the Pan-European Ecological Network, and since 1999 – in the allocation of ASCI within the Emerald Network (Emerald Book..., 2011-2013). Currently, there are 1267 ASCI in European Russia. There are 147 species of birds in our country protected in Europe, among which ca. quarter are falcons (Falconiformes) and owls (Strigiformes).
We assessed the sufficiency of ASCI allocated to Russia for long-term protection of rare bird species. Final score was adopted as a result of the international bio-geographical seminar in Minsk in November 2015 (Google link). Consolidated assessments for falcons and owls, as well as our recommendations on the necessity for additional ASCI are presented in Table 1, and deciphering codes for ASCI adequacy assessment - in Table 2.
Table 1 reveals that ASCI system in European Russia recognized as sufficient for single bird of prey species – gyrfalcon (Falco rusticolus). Allocation of ASCI for 11 species is not appropriate as they are likely to live in many existing ASCI despite not recorded therein. Most species require extension Emerald Network for their conservation. For these birds, new ASCI should be allocated within the most important Russian bird areas. The evaluation of allocation of such areas in the subjects of the Russian Federation is provided in table 3.
