Look - you have mean for whole period. you have means for every decade. These decadal means are higher (then second column in the Table III is positive) or lower (hen second column in the Table III is negative). in following two columns you put number of years, in which concrete value was higher or lower the mean value. 

Oh, I forget - not mean, but mean plus CD (8.1%) or mean minus SD

Percent Departure= Obs value-Predicted value/Predicted value

%DEPARTURE= ACTUAL VALUE MINUS MEAN VALUE DIVIDED BY ITS MEAN VALUE
