My aim is to prepare glyceryl monostearate based NLCs gel employing Carbopol 974 (0.5% to 1.5%) as a gelling agent. However, upon addition of NLCs (blank/drug loaded) either during or after the gel preparation leads to formation of cream rather than retaining its gelling structure. Methyl paraben (>0.5%) is also added to the gel as a preservative. Kindly suggest the any solution for the same.

Dear Sir,
Glyceryl Mono Sterater is a mono glyceride of stearic acid. In simple word, it is a lipid. More simply to understand my answer, it is an oil (oil in solid form at room temp).
In another side, carbopol Gel is water based gel. Now if you mix oil with water and stir it, it will ultimately turn into the emulsion. Emulsion generally posses white colour which is exactly why your formulation seems like cream.
Your formulation fall somewhere between emulsion and gel. More precisely Emugel. So, What? If your results (skin penetration and all) are good enough gel/cream/emugel do not matter much.
However, addition of alcohol may resolve (need to optimise quantity that do not affect your NLC) your issue in some extent.

Carbopol has soft gelling properties in compare to HPMC-based gel system.
Sir, how to prepare gel? (Means gel formulate separately, and NLC formulation was added in prepared gel system?). Carbopol gives good gel behavior above pH 6.
Another point, due to present of oil, geting emulgel like structure rather than gel-like .
I recommend keeping a close focus on your pH as you formulate as Dignesh has pointed out. Inclusion of glycerol in the aqueous gel may also help to stabilize your gel behavior. I would recommend an experiment to assess the impact of various pH levels on viscosity and the impact of glycerol. When deciding on pH levels to test, consider the pH and salt composition of the physiological system that will be encountered upon administration.
