Why do you want rats and not mice?
You van induce mammary tumors in rats using carcinogens (DMBA, NMU, etc...) but it is not totally safe for your own health.
In contrast, you can use transplantable mammary tumors, much more easy to handle, requesting less compounds, etc...

if you want chemical agent you can use intra gastric intubation of 10 mg of 3-methylcholanthrene daily for 20 days, or 20 mg single dose you will get results within 167 day, or 50 mg within 44 to 83 days or 75 mg within maximum 43 and 69 days.
other chemicals are 2-acetylaminofluorene and 7,12-dimethylbenz-a-anthracene and N-Nitroso-N-methylurea. ( orally).
Or N-Methyl-N-nitrosourea (NMU) at dose 50 mg/kg NMU for inducement of breast cancer.
Or you can use Estrogen like Long-term continuous exposure to exogenous E2 or the pro-estrogen estrone (E1) will leads to induces a high incidence of mammary tumors.
or other method is injection of one of the following cells
1. subcutaneous injection of Rat mammary gland tumor cell line LA7.
2. i.v injection of RK3E-ras cells.
If you need breast fibroma sample I have, may be we can inject its extracts or DNA extracted from fibroma cell directly in mammary gland tissue. this fibroma already got from my experimental rats used after exposure to non-ionized radiation and are still keeping in -80.
