I went to meet suraj Koirala of TPO Nepal....he told me that they are working on Emerald project funded by King's college London to analyze gaps of National mental health policy  of Nepal....but he didn't share with how they are intending to analyze the gap...and thanks for the information and article....very helpful for me...

I think that he don't know about Nepal. But he developped a lot of tools very useful to analyse health system and policy.
