What do you mean by lexical structure machine translation? This isn't a term I've seen before, and the leading reference that comes up for me when I do a web search is 25 years old (http://www.lti.cs.cmu.edu/Research/Kant/PDF/coling-92-rev.pdf).

Maybe you are thinking of an approach to MT using transfer and feature structures. If so, you may want XLE (http://www2.parc.com/isl/groups/nltt/xle/), which implements Lexical Functional Grammar. XLE is a superb, if complex, piece of software, and can be licensed for research and non-commercial use.

Stanford parser is a good choice. I used it for Chinese-Vietnamese machine translation
