I know that cv. Tosca was a line variety and had not yields comparable with other cultivars from the same breeding period. But why was the work not continue with the "Tosca resistance"?

1. They are two different cultivars. I would not consider that their genetic background is the 'same'.
2. If there is an elite line with good yield, breeders might have already crossed this elite line with Tosca for its 'Clubroot' resistance, and develop a new variety with both high yield and resistance traits. The undesirable characteristic of low yield (according to you) might have discouraged breeders to continue use it.
If both are double low varieties, then they both have at least genes from the variety BRONOWSKI in common. Any other genetic background you can only hope to get from the breeders of the varieties!
