CH3CH2OH doesn't have any free bonds. If what you mean is -CH2CH2OH then what you have for your starting material is a small water-soluble molecule with two polar groups. Given that it is ionisable by deprotonation, it will have a pKa: that is, there will be a pH at which it will be 50% in the CO2H form. Two pH units below that it will be nearly completely RR'NCO2H, and two pH units above, it will be nearly all in the deprotonated form of RR'NCO2-. I don't know what the rate constant for the carbonate dissociation is, but I suspect it will be pH dependent.

RR'NCOOH ( or RR'NCOO-) is a carbamic acid and not a carbamate (that is a ester of carbamic acid and has a formula RR'NCOOR''). I can give you two reference about the concepts of formation of carbamic acid (normally achieved by treating a sufficient basic amine with CO2) and removal of the carbon dioxide molecule to re-obtain the starting amine (normally heating or bubbling N2).
