Hi!. at first glance it looks like a Rose x centifolia. 

Perhaps with more photos, dimensions and location of collection you can specify and confirm the Rose variety. Regards!

It may be Rosa rugosa - one of cultivated varietes with double flowers.

I think you are right Piotr Kosiński sir. it's Rosa rugosa. 

I think it's R. rugosa 'Plena'. The leaves look exactly same as of the botanical species.

I confirm - it is Rosa rugosa.

This is a cultivar. There are a few varieties of Rosa rugosa but only on the basis of the photo is difficult to say.
