can we set English understand ability for a population whose English is not a native language under heading of convenience sampling and translating questionnaire in native language is not feasible due to time constraints? kindly provide reference if some have in this regard
Yes.
If your research design selects participants based on knowledge of the English language, as did mine, you must include the justification for this choice in your proposal, your methodology and in the limitations on your findings.
I am a teacher of English as Foreign Language, doing research on undergraduate international students who are not yet fluent in English, in order to complete their requirements of admission. My population, by nature, does not have English as a native language, and the language of the inquiry was in English. Participants who wanted questions in advance in order to translate and think about them were allowed to do so.
My inquiry was not questionnaire based in case the participants were unclear as to the meaning of a question. As a linguistic, I was able to rephrase the question, using their own frames of reference to co-construct meaning.
In summary, yes, you may limit your sampling to participants who are able to read and write in English as non-native language. Just make sure you account for this in your conclusions and findings and recommendations.
