Does anybody know if scikit-fuzzy is available for FCM clustering? Any suggestions of what programming language I should use?

Yes, it involves such a package:

The documentation (see the comments in this file) seems pretty sufficient as well.
İf you are familiar with Python and scikit (i.e. numpy), scikit-fuzzy will be the right choice.
I think you can use Python is right choice as well as you can also use the MATLab or R tool to develop
