I am critiquing a recruitment policy document: its genesis, ideological stance, procedures, implementation and problems, etc. I am focusing on issues like the lack of consistency in the procedures of the policy different parts of the world, bias and subjectivity, and also lack of a clear and detailed policy (the whole policy and procedures are only one page!). I also need to suggest an alternative policy.

My question is this: what could be the theories underpinning my topic and focus? Is there a theoretical framework that I could adopt to write my critique?

If anyone could suggest some experts or theories in the area of equal opportunities, fairness, consistency in policies, clarity of policies, that would be great.
