We need to estimate yield stability in sugarcane by using the coefficient of regression (b), mean squared deviations from regression (s2d), Linn and Binn Index (Pi), AMMI stability value (ASV), Tai method, Shukla and ecovalence methods by R program.

I can recommend "Foundational and Applied Statistics for Biologists Using R" (2013) by Ken. I hope you can adjust the examples thereof, which are quite numerous, for your particular purposes.
This UC Santa Cruz link has many examples of univariate analyses in R. The Quick-R site is also a good general resource for doing your stats.
How familiar are you with R? For a ready-made solution have a look in CRAN at the task views. There isn't an agronomy task view available, the closest is the "CRAN Task View: Analysis of Ecological and Environmental Data". In your case this does not seem to help. This does not mean that nobody has written the code you are trying to find, or that it has not been made publicly available through CRAN, the main repository for R packages.
You can search at http://cran.r-project.org/ using suitable key words. My first try yielded a few promising packages: agricolae, phenability, and agridat. Do not use very specific terms for the search as many packages cover rather broad fields of application.

You can use " agricolae" package in R software for stability analysis. I think you will get the exact result from this package. This package is available on internet.
How about using Plant Breeding package for stability analysis. Here analysi is based on Eberhart and Russell Model of stability (1966).
