I advise you to use GenAlEx - it runs inside Excel and has a handy feature for exporting data in many different formats, including STRUCTURE. You will just need to put sample, loci and population numbers inside your datasheet in excel and then give STRUCTURE a correct formatting info (such as coding missing data as -9).
